Marianne Barkan-Cowdy

Marianne Barkan-Cowdy is a highly accomplished diplomat with an impressive 19-year tenure in French diplomacy. She has held various diplomatic postings, showcasing her ability to navigate complex international relations. Marianne served as a negotiator for the French Permanent representation to the EU in Brussels, specifically focusing on global issues such as the financing of EU external policy, development, humanitarian aid, and the implementation of Agenda 2030.

In her most recent role, Marianne Barkan-Cowdy is, since August 2020, the Deputy Head of Mission at the French embassy in Dublin, contributing to the strengthening of bilateral relations. She previously worked as a global issues counsellor at the French embassy in India, and as a EU counsellor and press counsellor in the French Embassy in the Czech Republic.

Marianne has also made significant contributions to multilateral cooperation in the field of health. She served as the head of the health unit at the Ministry of Europe and Foreign Affairs in Paris, responsible for the team preparing French positions on multilateral negotiations within the World Health Organization and overseeing the French financing of global health initiatives.

Marianne holds a Master’s Research degree in the politics of public policy analysis from the University of Sheffield. She is also a graduate of Institut d’Etudes politiques de Paris.
